Safer & Stronger Strategic Partnership & DRUG ACTION TEAM

The Safer & Stronger Strategic Partnership is made up of, South Gloucestershire Council, Avon & Somerset Police Authority, South Gloucestershire Primary Care Trust, Avon Fire Brigade, Avon Probation Service, Bristol Drugs Project and Chamber of Commerce. South Gloucestershire's first Community Safety Strategy was launched to help tackle crime and disorder. The strategy is the result of the Crime and Disorder Act 1998 which places a statutory duty on local authorities to develop, in partnership with the Police and other agencies, a framework to shape community safety issues. The Council has worked with a number of organisations to form the strategy which aims to provide a safer community and enhance the pride which most residents already feel about living in South Gloucestershire.
In order to meet the aims of the Safer and Stronger Communities block of the LAA (Local Area Agreement), the responsibilities of the Crime & Disorder Reduction Partnership (CDRP) merged into the Safer and Stronger Communities Partnership in March 2007.

South Gloucestershire, like other parts of the United Kingdom, faces problems caused by drug misuse. Illegal drugs are now more widely available than ever before and children are increasingly exposed to them. Drugs are a threat to health, a threat on the streets and a serious threat to communities because of drug related crime. The South Gloucestershire Drug Action Team is working with other agencies to reduce these threats.

SOUTH GLOUCESTERSHIRE PRIMARY CARE TRUST

The Primary Care Trust (PCT) was formed in April 2001. South Gloucestershire PCT is a statutory organisation within the NHS and is responsible for commissioning and providing health services for the population of South Gloucestershire. A Primary Care Trust is a legally established NHS body. It has three main purposes :
• To improve the health of the community and reduce inequalities in health
• To commission hospital and community health care
• To develop primary and community health services

AVON AND SOMERSET CONSTABULARY

The South Gloucestershire district serves an area of around 200 square miles and has a resident population of approximately 237,000. The district boundary is defined by the county of Gloucestershire in the north, Wiltshire in the east, Bristol in the south and the River Severn in the west.
The District covers three sectors, namely Staple Hill, Filton and the Chipping Sodbury and Thornbury.
The police district shares the same boundaries as the South Gloucestershire Council. Whether it is the council`s chief executive and the district commander or a beat constable and a local housing officer, the council and the police are continually working together to improve the environment where you live.
The police join with the local authority, district and parish councils, social services, education, probation and health and strive to combine our thinking and resources in many areas. This includes a Drugs Action Team (DAT), Young Offenders Team (YOT), local Community Action Groups and many other smaller groups, all designed to produce real action where it is needed.

NATIONAL PROBATION SERVICE

The Probation Service has only been a national organisation since April 2001 when the Criminal Justice and Court Services Act restructured the Probation Service to match the 42 regions used by the Police and Crown Court Service. The main aims of the NPS are to:
• Reducing re-offending
• The proper punishment of offenders in the community
• Ensuring offenders' awareness of the effects of crime on the victims of crime and the public
• Rehabilitation of offenders
• To ensure the effective delivery of justice, avoiding unnecessary delay, through efficient investigation, detection, prosecution and court procedures.
• To minimise the threat to and intimidation of witnesses and to engage with and support victims.

SOUTH GLOUCESTERSHIRE COUNCIL

South Gloucestershire was created in 1996 as part of the government's plan for local government reorganisation. It was formed from the previous districts of Kingswood and Northavon, and part of the former County of Avon. South Gloucestershire is a unitary authority - that is, it provides all the services that in other places are operated by separate district and county councils.

YOUTH JUSTICE BOARD
|
The Youth Justice Board for England and Wales is a non-departmental public body. The aim of the Youth Justice Board is to prevent offending by children and young people. It delivers this by:
• Preventing crime and the fear of crime
• Identifying and dealing with young offenders
• Reducing re-offending
To achieve this aim, the Youth Justice Board develops a Youth Justice System in which:
• The public has confidence
• Cases are dealt with without delay
• Victims are satisfied
• Young people are dealt with fairly regardless of race, gender, religion, sexual orientation or any disability
• Services are targeted on young people at high risk of offending
• Robust community penalties are used as alternatives to short custodial sentences
• Custody is only used as a last resort
• Families and local communities help to change offending behaviour
• All services work in partnership
• Staff feel proud, engage successfully with young people and gain professional and academic qualifications if they wish
The Youth Justice System is comprised of Youth Offending Teams (Yot), the police, youth courts and the institutions in which young people are held in custody.
